HM Inspectorate of Probation Digital Transformation Strategy 2026-2028

HM Inspectorate of Probation has developed a Digital Transformation Strategy to be become a fully digital enabled service by 2030. The strategy sets out how we will use digital, data and Generative Artificial Intelligence to strengthen our inspection work, make better use of evidence and insight, and keep pace with a probation and youth justice system increasingly shaped by digital tools and data.

The strategy is rooted in our core purpose: independent inspection, research, effective practice guidance, Serious Further Offence reviews and annual reporting. It focuses on three areas: supporting colleagues through change, improving the systems and processes that underpin inspection and corporate delivery, and strengthening our inspection insight and digital scrutiny.

For HM Inspectorate of Probation, digital transformation is not about technology for its own sake. It is about reducing avoidable burden, improving the quality and consistency of inspection, extending the reach of our findings, and building our ability to form credible judgements about digital practice in the sector. Professional judgement, inspection independence and human accountability will remain central.
