Effective Practice – Electronic Monitoring
These Effective Practice resources have been developed alongside our joint thematic report on Electronic monitoring in practice: The police response to electronically monitored bail conditions and the use of electronic monitoring on community sentences and post-release licences’. Drawing on examples identified through inspection fieldwork, they highlight effective practice across the different stages of an electronic monitoring requirement and provide practical learning to support effective delivery. The resources also bring together perspectives from people on probation and insights from a short-term placement inspector, alongside practical tools to support learning and improvement, including a reflective discussion facilitation pack and a practitioner desk aid.
HM Inspectorate of Probation’s definition of effective practice is where we see our standards delivered well in practice.
Electronic monitoring timeline (Back to top)
This timeline draws on learning from inspection to explore the different stages of an electronic monitoring requirement. It highlights key considerations for probation practice at each stage. Use the timeline to support individual reflection, supervision or discussion with colleagues about a particular stage of practice.
Electronic monitoring: effective practice across the sentence (Back to top)
This downloadable resource builds on the electronic monitoring timeline, using illustrative examples to explore practice at each stage of an electronic monitoring requirement.
Practitioners – Consider the approaches taken and how the learning from each example might inform your own practice.
Managers and quality development staff – Use the examples to support discussion with teams, explore different approaches to practice and identify opportunities for learning and development.
Electronic monitoring desk aid (Back to top)
This practical desk aid provides reflective prompts covering different stages of an electronic monitoring requirement. Use the prompts to consider the effective use of electronic monitoring and how the learning applies to your own practice.
Electronic monitoring reflective session (Back to top)
This structured session is designed for managers and Quality Development staff to facilitate team reflection on learning from the inspection of electronic monitoring. It provides a framework for discussion, helping teams consider the relevance of the findings to their practice and identify opportunities for learning and development.
Voices of experience (Back to top)
What is it like to experience electronic monitoring while on probation? This video draws on findings from our User Voice survey to share the perspectives of people subject to electronic monitoring and the learning their experiences offer for practice.
Reflections from inspection (Back to top)

References and acknowledgement (Back to top)
Helen Cox, Effective Practice Lead has developed these Effective Practice resources from our joint thematic report on Electronic monitoring in practice: The police response to electronically monitored bail conditions and the use of electronic monitoring on community sentences and post-release licences’. We would like to thank Natalie Bevan, Strategic Lead for Electronic Monitoring in Wales, for help in producing the reflections from inspection resource. We would also like to thank all those who participated during inspection and the production of the report. Without their help and cooperation, the inspection and Effective Practice resources would not have been possible.
