HM Inspectorate of Probation Effective Practice Strategic Plan 2027-2029

Published:

HM Inspectorate of Probation vision: High-quality probation and youth justice services that change people’s lives for the better.

Effective practice is a critical part of our vision. Inspection findings should not simply identify where improvement is needed; they should also help services understand what good looks like and provide practical examples where services have delivered high-quality work in line with our standards. This strategy sets out how effective practice will contribute to the Inspectorate’s organisational objectives of impact, legitimacy and reach over the next two years.

Our definition of Effective Practice: Where we see our standards delivered well in practice. (Back to top)

Effective practice does not need to be innovative, complex or unique. It is demonstrated whenever organisations, leaders, managers or practitioners deliver work in ways that meet our evidence-based standards.

This definition is deliberately realistic and achievable. It recognises that effective practice can be found in both strategic leadership and day-to-day frontline work.

Our purpose: our work will focus on three practical aims: (Back to top)

HighlightEngageReplicate
Identify examples of our standards being delivered well.Create opportunities for practitioners, managers, leaders and partner organisations to explore and apply inspection learningPromote the enablers that allow effective approaches to be adapted and applied elsewhere.

Our ambition: Over the next two years, HM Inspectorate of Probation will use our position as a trusted authority to strengthen the link between inspection findings and service improvement.

When practitioners, leaders, policy makers and partners want to understand how quality practice is delivered, they should be able to turn to HM Inspectorate of Probation with confidence.

We will build on the strong reputation of existing effective practice products while modernising our offer to ensure it meets the needs of today’s sector.

By 2029 we will:

  • increase the practical application of inspection learning
  • strengthen the relationship between inspection findings and service improvement
  • rebalance and expand effective practice activity across all inspection programmes
  • improve the visibility and accessibility of our products
  • better understand and demonstrate our impact
  • become a recognised source of practical, evidence-informed improvement support
