“Committed workforce” at Manor Lodge Approved Premises, Windsor – rated ‘Good’
Manor Lodge Approved Premises (AP) in Windsor, Berkshire has received an overall rating of ‘Good’ following an inspection by His Majesty’s Inspectorate of Probation.
Chief Inspector of Probation, Martin Jones, said: “Our rating of ‘Good’ reflects the strong leadership and committed workforce who are working hard within the community to protect the public, and deliver a high standard of supervision and care.”
Public protection work at Manor Lodge was effective, with inspectors finding evidence of regular drug testing and appropriate decision making when necessary. Children and victims of domestic abuse were safeguarded sufficiently, and potential behaviours of concern were discussed and accurately recorded.
Manor Lodge worked within the standard staffing resource framework for APs; however, these staffing levels were not always found to be adequate for 25 residents. High living costs and close proximity to London (without the ‘London weighting’ pay) meant Manor Lodge also felt additional difficulties in recruitment and retention.
Mr Jones continued, “I have made it clear that adequate staffing is needed across all probation services. This is particularly true in APs, where staff are working with some of the most complex individuals in society.”
The Inspectorate’s report makes seven recommendations. Four recommendations are for the Manor Lodge leadership team, including to develop and publish a documented vision for the AP that clearly sets out its delivery model, aims and objectives, and include this in the welcome pack for residents. Three recommendations are for HM Prison and Probation service, including to urgently complete its review of staffing, resourcing and recruitment procedures within APs to promote safe and rehabilitative practice.

- Approved Premises (APs) are residential units which provide temporary placements in the community for high-risk and complex people on probation. They offer enhanced supervision and rehabilitative support to individuals following release from prison.
- Manor Lodge is a public sector AP.
- At the time of our inspection in August 2025, Manor Lodge had 24 male residents, with maximum occupancy set at 25. This is soon to increase to 28 residents.
